I don't care if it's in the user policy that they can do that. Whenever I get an advertiser that gets deactivated or who ends their relationship I always get a warning and notification before it actually takes effect. I was just ready and about to start a bunch of campaigns today and advertising with these links and advertisers. Good thing I decided to log into the account first to check a link or else I would of been sending traffic to a bunch of non-paying invalid links for nothing. No email from them, nothing at all. The links still work, but I wouldn't of been paid!
I had been actively logging in, getting links, applying, getting and sending emails etc. and then they just cut it off with no warning. If I knew I had only a week or so to keep the account active I would bought something myself through one of my links. Anything to let them know I was using it and didn't abandon it. I don't know how many people who abandon their account actively sign in and apply for advertisers. Just their total lack of communication and curtsey.
From the affiliate POV, it seems rather short-sighted for CJ to cancel accounts like that, however judging from what 2nd tier affiliates that have signed up under me have done, 99% percent never generate anything. However, had they done that when I signed up, we all would have missed out on earning a few bucks. If you are new to the AM, it just takes a while to get the hang of it all.
Make a suggestion to CJ that in addition to checking impressions/clicks/sales for innactivity that they should also look at recent relationships & internal communications. A warning email is also another good recommencation. Their advice to you will be click one of your links once every 90 days.

Large companies must operate this way to scale. CJ is no exception.
