Other than Google, what PPC services similar to Adsense are good and reliable? Are Yahoo's and MSN's service already available outside the US?

Thanks. I've been browsing Overture's webpage and it looks like they only offer solutions for advertisers and the only services for publishers are offered by Yahoo, is this right? When is Yahoo to open the service to countries outside the US?
