Ya I've read the requirements top to bottom and meet every criteria but still keep getting declined? This every happen to anyone and have you ever gotten accepted after being rejected?

Not by Fastclick but I was rejected by Burst once.

I wrote to them to ask why and they got back to me and said that at the stage of development I was at, I was a borderline case. I outlined what I had in mind for future development and they signed me up.

Is Burst good? One of the top rated programs? And does it work exactly like FC?

It's similar to Fastclick but the interface is inferior, the default options are less flexible, the payment is lower, the adverts are no better, the code is more bloated and the rules about on-page placement are stricter.

I use both but I vastly prefer Fastclick to Burst.
