Partenering with independent travel companies

Which model would work: PPC, PPL, selling packages myself?

I'm in the travel industry for a particular destination, I have qualified traffic and now I'm looking to monetize it.

I'm thinking of partenering with independent tour/breaks companies and sell their packages through my website. I would like to present several options and let the prospect decide which one would suit him or her. Now the difficult bit...

What would be the best arrangement for this sort of partnership? These companies would be quite small so paying lots of $$$ to get aff programs of their own or join one of the larger networks might not be an option. I am thinking of 2 options:

1. I take the bookings through my website and then direct payment to the tour company after I've taken my comission.

2. I can go down the simpler route of PPC or pay-per-lead. While PPC is easier to monitor I'm not sure how pay-per-lead would work in this scenario.

Any thoughts or other solutions?

I think what you need is a program like Viator. Alternatively, you might look at becoming a merchant on Maxbounty (no fees this year).
