I've just started an affiliate program for my site and have no idea how to promote it to other qualified webmasters. Any suggestions?

Some affiliate marketing newsletters, such as Refer-it's, will run blurbs on new programs. Try submitting a short announcement to them.

Submit your program to the affiliate program directories.

And touch base with the affiliate managers of programs that target the same audience as you, but don't compete with your company. Ask them if the'd be willing to do a co-marketing effort with you, such as swapping plugs for your programs in each other's affiliate newsletter.
