A client has a web site mirrored in 5 different languages with country specific domains. It's the same exact content but for the language and domain suffix. Can someone with a US IP address, access these European SEs and directories for submissions, or is it better for someone to submit to these various European indexes from within the specific country ? Any idea of the cost of doing this, for a domain with say 10 important pages ?

To clarify: you want those five sites submitted to the important engines and directories for each targeted country?
Most of those are still free of charge. Lets look at the engines first:
In most countries Google and Fast are the important engines. While there is the option of going for Fast's PFI programme via Lycos, it's not necessary at this point to do so - the free submission still lives.
You might consider paying AV - in some countries AV still has a good market share. With AV the policy ist this: you get included for one country at a time, for being displayed at additional countries - additional costs. Only recommendable for a very few countries.
Then there is AOL /MSN - again important in some countries. Inclusion via Ink, not different to paying for dot.coms.
Generally getting the stes listed in Google and Fast will get you very far.
A different story with the directories: Many of the bigger ones have gone or are about to go paid. Fees are hefty sometimes. Costs and paoid options vary from country to country. Very important here is to do good submissions, in order to avoid being rejected and to get some keywords in.
That's the generalities of the matter - now addressing your sites and the costs more specifically we need to go about it on a per country basis. While it's true that parts of the info given in the overview posts at the top of the country threads are outdated, you will find everything you need in the discussions below.

Apart from that it would be the best strategy to ask for each country specifically, feel invited to do so. There are of course vast differences between, say Croatia and France.
You can anyhow do all submissions from an US IP without any problems. European search engines and directories do not reject any submissions based on origin, they look for language and relevancy of content to the country.

The info about Google, Fast and Ink is great. You said to ask about the specific countries for the directories so here they are: France, Germany, Netherlands, Sweden, and the UK.

In reply to your question there's an easy answer and a more complex one.
The most important SEs throughout Europe are Google and FAST, Google because in the more advanced Internet communities it has risen to being the top referrer, FAST, because it powers Lycos portals as well as other important portals.
With Fast and Google the timeframe for getting indexed does not differ of course between sites from US, UK or any other country.
Apart from those leaders there are local players and minor international players like Altavista. To get a grip on those you really have to take them one after another.
