The sites you submit should be REAL sites with good content, and also make sure you follow ALL the guidelines when writing the titles and descriptions.
If you are serious about becoming an editor then take the time to find GOOD sites to submit and read the guidelines again and again.
As already mentioned go for a category that does not have subcategories and one with not too many sites already in it, when you get more experience you can apply to the higher categories.
If you are only applying to a category to get your own site listed then this would probably be a waste of time for both you and the ODP. If this is the case then just concentrate on writing a good Title and Description for the site you want listed.

It looks like it is designed more for existing editors requesting new permissions...
They are for existing editors requesting new categories. Metas have much more information to go by with this type of application than they do new editor apps, but the newperms document indeed outlines some of what ODP wants in an editor.
There are, of course, some things that are not listed anywhere but are criteria, but that's for another discussion.
I think with the ODP, the ability to show honesty and just be upfront with your affiliation to the knowledge that you possesss from a business point of view, is a good starter.
In the first place, given the limited amount of information one can give on the application, how would one do that?
In the second place, that is not always true. A well-known critic of ODP recently posted his rejection letter which basically states that he cannot be an editor because of who he is. Had he not been honest about his name, he would be an editor by now.
Honesty definitely pays in your submission. Tell them about your sites, tell them your interests, and tell them why you care about a quality directory. Do all this in as brief, to the point and clear a manner as you can. Avoid hype, avoid spam, take your time (maybe years!), look at the listings in the cat you fancy, see how they are written, and read up on how the ODP likes the listings laid out. Check your grammar and spelling. Good luck!
