Best Link Exchange "meeting" site

Is there such a site, not software related (Zeus, etc) or program related (Linkpartners) that allows webmasters to exchange links with like partners?

Sort of like a middleman site without posting links or buying anything?

You can have your own ranking system.
Google is just a guide.
You can have information like, currently is in DMOZ and yahoo.
Is it education, directory, search engine, etc

Then have a standard and rank it ouf of 10 or 5 stars.

If it meets particular criteria it , if it contained
Good design, unoriginal content, reasonable amount of outgoing links, only 2 pages of content. 5/10 .

Good design, original content, 50 pages of content
7/10

As judged by an editor, then it could push webmasters to provide a quality site.
