I am not much worried about when Y will enter the market etc.

I just want to know, what qualifications they are gonna ask for accepting publishers.

If it is page views in some millions or publishers limited to certain countries, its of no use for the small publisher like me or who is out of US.

Actual debate will begin once they will enter in the market.
