Hopefully Y! will come up with a site targetting feature. This thread is to solicit ideas for Y! on how to implement it.
My thoughts are that if CPM ads are furnished, the publisher should get to decide the minimums on a domain and/or url basis. CPM ads should not display on a page unless the historical trend of earnings on that page look lower than the CPM ad.
Additionally, I'd like to see site targetting on a cpc basis. It is a scalable method to potentially help with targetting ads. Let the advertiser bid on a url. If he bids lower but due to targetting his CTR rate is high, let him stay. If he bids higher, give him more chances to get his ad displayed. But do not make his ad overtake the whole ad (except for CPM ads covered above).
