It's simple:
"Participants of the program must have a valid U.S. Social Security or Tax ID number, and web site content that is predominantly in English and targeted at a U.S. user base."
Are you an U.S. citizen? If not, you can't apply.

I'm trying to reply and went to publisher.yahoo.com, but all I get is a generic application that never requested the tax ID info referred to in this thread, and that spoke of a requirement for 20 million visitors/month and 2 million searches/month.

Any ideas would be appreciated.

Right now, YPN is only allowing US residents to participate in the program.

I worked in the states in the summer, have a social security number, but currently reside in the UK. My website is aimed at people from the US, so would I be allowed in?
