Any idea Why 198.4.83.49 [wfp2.almaden.ibm.com] coming on my web site every 3 hours?

It's an incredibly obnoxious spider from IBM's Almaden research facility. This thread [webmasterworld.com] has some more info.

I banned it from my site.

There was a thread around here somewhere with lists of who was banned via robots.txt, and I could have sworn there was one for .htaccess, but I don't know where they went...

Perhaps someone else will happen along with a better memory than myself. :)
