I assume you already visited [gais.cs.ccu.edu.tw...] ? I tried looking at the front page of their site, but it looks like an Asian language site... Actually, it looks like a whole bunch of question marks formatted in a directory-like structure, with just enough charcter gifs to clue me in...
Seriously though, it just looks like a university search engine out of Taiwan. The faq page says it honors robots.txt, if you wanted to make it go away.

Hello Mivox. I don't know enough about them to determine if I want to make them go away. My Chinese is kind of rusty (I've never spoken Chinese), but according to what I can make out, they intend to be the next Google. I certainly wouldn't want to run the next Google off.;)
I believe this bot is related to the Openfind.com SE. Either that or somebody is stealing copyrighted text to describe the bots because it's the same on [openfind.com.tw...]
