Grabbing css files only?

Resolves to inria.fr. The curious bit is that the domain went live only 2 days prior to this visit. What might this be? And why only the css file?

A quick poke around tied that IP to Jigsaw/2.0.1 W3C_CSS_Validator_JFouffa/pre2.0
