If "hiphopcaucus.net" is exactly what hit you, I suggest that you block all variations of that host because a WHOIS [whois.domaintools.com] shows the underlying IP is spoofed ("255.255.255.255" is unassignable).

I'm seeing it too:

69.41.163.15 - - [03/Jun/2006:17:23:37 -0500] "GET /robots.txt HTTP/1.1" 200 35 "-" "Mozilla/4.0 (compatible; MSIE 6.0; Windows NT 5.1)"

Does anyone have any info on it?

It's a bad neighborhood, part of 800-hosting's range:
69.41.160.0 - 69.41.191.255

You'll find psbot from PicSearch, anon proxies, cloaked proxies with Googlebot crawling thru it, stealth crawlers and all sorts of nonsense in that range.

I suggest block it all and let in PicSearch separate if you want it.
