I didn't find anything about this one in a webmasterworld search. Google only turned up some stats pages.

Originating IP 69.57.152.36 resolves to ns1.hostwebroot.com.

hostwebroot.com is registered anonymously using Domains by Proxy.

websupporttools.com resolves to the same IP and is registered to webroot.ws.

Limited information on website. Says it's a web ranking monitoring tool in development. It did not check robots.txt.

These things are pests for all of us.
They in effect test a page or two of you website and keep you notified of your down time.

Unless you have an need to assure customers of you online time?
Their services and visiting to your website (s) might just be viewed as spam in an attempt to gather your business.
