It appears to be a content filter.

Hosted on a dsl line off pac bell? Hmm, looks like simple user to me wilderness.

(we try to keep the ISP based ip's out of here as to NOT be unwitting parties to ddos attacks...)

Brett,
The backbone PacBell/SBC among other services, provides IP ranges to commercial entitites.

One of which is the IP range you edited out.

The range routes to the PacBell/SBC "sub-net" of

SURF CONTRO INC-050314232751 SBC06923804520029050314232757

which translates to http ://www.surfcontrol.com/

It's only specified as a "private address" by PacBell/SBC because the user is provided with a fixed IP range.
