Who is this?

The following UA:

Ocelli/1.1 (http://www.globalspec.com)

With IP of 66.194.55.242 is taking a page from my site every 3 to 4 seconds. Who are they? Why are they taking more than Google/MSN/Yahoo added together?

It does not appear to be obeying the robots.txt and is therefore getting reams of pages it should not.

I couldn't find much info on the internet (or even here) about them.

Does anyone know if they are worth blocking/worth allowing?

I've blocked them back as they seem to have blocked my ISP from viewing their site.

If anyone is abusing anyone, it is them abusing my site (and probably others). They are taking about 70% of my page views per day and there is no engineering or technical information on my site.
