...a privately-owned bot but in use for what?

WWWC/1.04 has grabbed over 400 pages from my site, slowly but surely, over the past week.

This bot was programmed by a Japanese gent by the name of Nakashima Tomoaki (homepage [nakka.com...] ) and is available for free download. Windows only.

The thing is, its IP in my logs is 210.---.252.--- and a trace points to its Tokyo ISP's 138.---.159.---. A home user?

Understood for the IP's - but when I traced them they went no farther than the ISP. The IP's in question do not belong to the bot's creator.

What's more, he came twenty times to take the... same file each time. This bot's a bit silly to boot.

This bot is returning daily since my last post, even after being Rewritten into a 403 every time, to request the same bloody lower-directory file. Who is this guy?

I'd say it is definitely a "home user", as you say. Impossible to say what it's being used for.
