I've looked around and I think that it is the default UA of a webfilter called Proxomitron.

Features:
user agent changing
referrer removal
pop up blocker
removes images
freezes animations
stops refreshes
removes frames
etc.

Promimitron hasn't had a recent update in their software since Win 98.
I tried using it on my XP and it was ineffective.

Yes, on their page it says that "the Proxomitron web filter is well and truly dead."

Proxo works perfectly with all versions of Windows.

I run it almost 100% of the time. It is excellent.

It is still available on many websites - do a search.

Brett,
When I installed it on my XP machine, it would not even stop the pop-ups at Standardbred Canada, which it had done on both Win 95 and 98.

Perhaps your just an artist at configuring it :)

I don't this it defaults to stopping popups. It is a http/html proxy filter. It can filter anything passed between a browser and the web. That is good for things like scrapping off agent names, junk css font codes, or correcting cache abuse.
