I've looked around and I think that it is the default UA of a webfilter called Proxomitron.
Features: user agent changing referrer removal pop up blocker removes images freezes animations stops refreshes removes frames etc.

Dan, Promimitron hasn't had a recent update in their software since Win 98. I tried using it on my XP and it was ineffective.

Proxo works perfectly with all versions of Windows.
I run it almost 100% of the time. It is excellent.
It is still available on many websites - do a search.

Brett, When I installed it on my XP machine, it would not even stop the pop-ups at Standardbred Canada, which it had done on both Win 95 and 98.
Perhaps your just an artist at configuring it :)

I don't this it defaults to stopping popups. It is a http/html proxy filter. It can filter anything passed between a browser and the web. That is good for things like scrapping off agent names, junk css font codes, or correcting cache abuse.
