TestBot/1.0 (contact [e-mail])
VSE/1.0 ([e-mail])

Why not send them a email using a throwaway address and ask what's the purpose of this bot and where and when the index will get published.

To really nail it down, we'd need to look at the UA string to see if the IP Numbers fall within MS's range.
