Isn't Microsoft URL Control old news, or is there something I'm missing?

Please note the successive lines with different UA's.
First the CONTROL is denied and the UA is changed immediately for a second visit.

Spammers are now wise to the fact that their programs are returning so many 403's etc that they are hitting servers immediately with a second request using a different UA if the first one returns a blank, or in this case hit it twice in the same second.

If that turns out to be the new trend, than they'll be geeting redirected to nulls and black holes of delay.
