Searching on that UA string in Google, only brings a few results. Could be a joke by some webmaster, or somebody's custom link checker, log checker, web site spider, etc.

1 entry on most of the sites I found in Google with that UA.

If it's not clogging up your logs, or coming back for more, probably nothing to bother your .htaccess with...if the behaviour changes, then I'd say you should ban it.
