TOPIC/1.0+libwww/5.2.8

What is this?

I found in my log 4 entries with the text "TOPIC/1.0+libwww/5.2.8". I know University of Toronto has a project called "Topic". This project analyzes a page topic measuring the inbound links available for the page in Google, AV etc. Never heard of them using a bot. Does anyone here seen this before?

Does the IP adress link to University of Toronto?
