IP block QWest. Visited also a site I linked to, and requested robots.txt also there. This is surely not IE5.
What to do? Strange enough it does not identify itself correctly.

Bull,

I've had that blocked by IP address for quite some time, using the following RewriteCondition in .htaccess:

RewriteCond %{REMOTE_ADDR} ^63\.148\.99\.2(2[4-9]¦[3-4][0-9]¦5[0-5])$

I don't remember the details, but they apparently warranted a range block when I did it.

Bull,
That is a "snoop" bot that is coming from a company named Cyveillance.

They own 63.148.99.224 - 63.148.99.255

You can look them up and decide what to do, I've banned them and I think that quite a few others here have too.
