I get hits from this one about once a week for a year. Acts like a spider (40-50 hits, multiple pages and at one point it did request a robots.txt - but not no more). Any clue who this really is?

There's actually two of them:

They do seem to be genuine spiders hosted on Telenordia, a major Swedish phone and web access provider.
It seems strange that they name their spiders Inktomi, because if you use their world search function at [start.telenordia.se...] (look for "SÖK" button, set option to "Världen"), you will be led to EVREKA, a well known Swedish SE which, however, employs an AV engine.
E.g. [evreka.com...]

Here's a route trace excerpt showing they are, indeed, located in Sweden:
TraceRoute: 48 data bytes to inktomi2.algonet.se []
14:Rcvd pkt type 11: [] 312.ATM2-0-0.GW2.STK2.Alter.Net in 150 msec.
15:Rcvd pkt type 11: [] Telenor-gw.customer.ALTER.NET in 140 msec.
16:Rcvd pkt type 11: [] tni-sto-ri01-atm12-00-102.telenordia.se in 150 msec.
17:Rcvd pkt type 0: [] inktomi2.algonet.se, 48 bytes in 160 msec.

TraceRoute Statistics for
Start Time: Sat, 20 Nov 1999 05:04:03
17 packets transmitted, 17 packets received, 0% packet loss
round-trip (ms) min/avg/max = 100/121/160
