New US legislation regarding the use of Flash and Sockwave?

Heard a rumour...but got no evidence - anyone else heard this?

Just heard a passing comment from a workmate about Flash - apparently there's a new legislation coming in, in the US, that says all Flash and Shockwave used in a website has to be clicked upon by the user, before it can be viewed. Something about copyright.

Now, has anyone else heard anything about this? This is entirely a rumour so far - I've tried to do a bit of searching, but found nothing. The only reason I mention it is because, even though I don't use that much of Flash, this decision seems really odd and I'm just curious at to why!
