Hey. I hope this doesn't violate any sort of etiquette, but I'm looking for a creative flash person to send work to. I'm specialize in CSS and just can't get excited about doing flash work. However, my clients always want it. I have a guy I use but he can't do everything that I need. Where would be a good place to find such person?

Think you want the Commercial exchange forum in WebmasterWorld HERE [webmasterworld.com]

Yeah, that was my first choice but I'm not a full member.

Oh..
Well I only became a full member after 160 (I think) posts, and that seems an odd system of establishing someones credibility? But I'm not complaining ;)

Webmasterworld isn't really set up to directly connect members with service providers for the various technologies covered here.

The only appropriate place to post this here is the commercial forum. If the commercial forum isn't available to you, then your other options for locating freelancers for contract work include traditional offline approaches (yellow pages, etc.) and the many online freelance sites.

There's no need to post the online sites here, you can find them with the search engine of your choice or by exploring the appropriate categories in the many job related directories on the internet. Good luck. :)
