inconsistant playback between IE and Mozilla

I have a flash movie that preloads external JPEGs. When the JPEGs are loaded I want uneditable dynamic text to fade up over the images.

Everything works great in Mozilla!

In IE the dynamic text displays too quickly and runs over my preloader. Also, the images seem to flicker when they come in. Once the images are loaded into the cache the movie works perfectly on reload.

Anyone know why they are playing back differently? I thought that anything inside of Flash would be consistent on any brower because it's played back in the Flash Player. Any help is greatly appreciated.
