There's always a chance. Some people use free submit with Yahoo - and wham! in are they!
From my experience anyhow free submission on European AV's leaves you with a very, very small chance to get in there. Even if you're lucky it will most likely last several weeks till your pages turn up. Next thing: How would they rank? A new site could be buried for months.
Then there's Overture - at least on AV.de.
Just this week, maybe yesterday? I noticed the Express Inclusion Service now offers to submit your url to additional regional AltaVista Indices (for a fee).
[infospider.com...] reads: You may also pay a subscription fee to submit your URLs to additional country indices that are relevant to your site. For example, if your site has a domain for France (.fr) and your site contains information about Germany, you may submit your URLs to AltaVista's German (.de) index. In addition, you may also pay to submit URLs with any of the non-country domains (.com, .edu., .gov, .org, or .net) to relevant country indices.
