I took a look at the site and saw a few things
1. you are missing the '=' sign in your description meta tag

2. Your title tag is at the end of your meta tags. This has been known in the past to either reduce search engine rankings, or to cause the engine to overlook the TITLE tag entirely.
3. Also try placing an ALT in your images
<img src="images/logo.gif" width="300" height="57">
to
<img src="images/logo.gif" width="300" height="57" alt="a few relevant keywords">

As you can see Tampa Bay isn't up there but there may be a unique string somewhere...that's where your research will uncover the magic word. Try WordTracker.com too. Keeping it local (regional) will help get the relevent ranking for the traffic you desire.

When the time comes for your Yahoo submission, you might consider not using that in the description you submit to them. From what I've read, I believe Yahoo surfers won't take the time to verify that something is the "only" or "best" resource, and can use such wording to stop without going further. Something like "A comprehensive online guide to restaurant menus....etc." or "to menus of restaurants in major cities, etc.", staying with about 15-16 words (or less if it's all covered), is a lot safer and less subject to refusal or modification. Of course, check what's already in your category, and give some thought to keyword phrasing, plural/singular usage, and word order in the description - it certainly can't hurt.

Also check these elements in your page title and description tags for AltaVista listings, and vary on different pages or main sections.
I'm also not certain whether goto is still not differentiating between singular and plural results. They were returning everything singular, but I did notice some plurals within the past few days.
