Google is NOT PFI and we are getting into semantics if we try to say that it is. Here's why.
If you pay a third party for a link you have no guarantee that their PR will be maintained. If Google decides that they are history so is your PR.
If you pay a search engine or directory for inclusion you are guaranteed to be included as long as you keep paying. End of story. (But then you all knew that anyway - didn't you?)
