sorry for such a bland, one answer question:

With paid inclusion for Fast, Inktomi and Ask; is the pricing structure (ie higher 1st URL, cheaper 2nd...)per client account or per registration?

The pricing structure is per account registration. You don't need to open a seperate account for different websites.
