I've reported this guy before and FAST & Ink both removed him quickly. However, this time he's sticky on both. He's got a new domain that's a keyword-stuffed doorway w/ an autodirect to his normal domain. When you go to the root of this doorway domain, it's an industry-oriented "directory", maybe that's why he's surviving.
I even used Sim Spider here & sent Ink a screen capture of the stuffed doorway but haven't heard a word.
