lazerzubb, did you do a search? The site has been up, but just has not returned search results no matter what words I enter. If it is giving you results, then possibly my IP is being blocked since lately I have been checking several pages on a daily basis. If so, then this is very interesting!

Web Search 9 allows paid inclusion customers to include or exclude their listings for up to 30 global regions. Since queries and pages can be categorized based on location, advertisers are insured the best geo-based targeting.

Personally I very much like the Geotargeting idea.
