I added a page in inktomi through Position Tech, it got a Top 10 position with about 50 visits per day. Suddenly, the page dropped to 4th page. Looks like it has been penalized intentionally for habing too many clicks. Is this possible?

Unlikely. Inktomi do update their paid listings every day (they state every two days, but they update half of their pages every day - if that makes sense).
There is no reason why they would drop the page because of high clickthrough rate. They don't get more money for it.
Have you changed the page at all?

Don't panic! The first week in inktomi is usually the same, you start up high and slip down. Before you start changing anything give it 2 weeks and you will probably go back up again. If you don't then study thoses ahead of you to learn how to get a higher ranking. The beauty of inktomi is that you can make changes and study the results in days.

What's the technical reason for this up and down? The algo does not change and there are not so many other sites indexed through position tech for my keywords

One could only guess at the technical reasons! What makes you believe the algo doesnt change? I'm sure it does from time to time as I see a lot of my clients all move positions at the same time.
Position Tech arent the only re-seller.

The fact that all other sites I optimize don't get these bumps up and down. The algo seems quite stable to me.
