Submit to foreign Altavista

My website already list in Altavista.com, and I use command " www.mydomain.com" search at fr.altavista.com, but I couldn't find my website.Should I submit my website to foreign Altavista search engine such. fr.altavista.com

The policy with AV is this: you submit to your most appropriate country db. In your case it would be the main db, since you seem to talk about a dot-com. If you want to be listed in regional dbs, you have to have content in the appropriate language at least, preferrably a domain with the appropriate TLD.
You have to pay extra for each country listing.

Your dot-com anyhow is searchable from any AV site, when changing the default search option from regional sites to worldwide.
