My rule in making any pages like this is to ask myself if it would pass human review as being a useful page. If not, I wouldn't use it.
But I think you still have to watch yourself. If the links on the new page point only toward a single page, algorithms might see that as a doorway page and penalize it. And if there are no links on other pages on your website pointing back at the new page, it might also be seen as a doorway page and be penalized.
In summary, the new page should be designed as a building block to the theme of your site.
I personally wouldn't use .org for a commercial site. I would use .com, or maybe try the new .info or .biz. There are still plenty of .com's available ... you just have to spend a little time getting creative. In all cases, spend some time trying to make sure you're not infringing on some other enterprise's trademarks or servicemarks. It's not productive to start building traffic with a new URL only to get a letter from someone's attorney advising you to make some changes real fast.
I am presuming that the spider will read the metatags and copy of my website just the same?
The only thing that will have changed is that I will have keywords in the URL.
Or is there something that I am not understanding here?
An alternative way to use the new domain name would be to use it, as Mayor suggested, as doorway-site - putting up some small site which is useful to your users, helps your main site with themed links and is ultmately another horse in the race for you?
Such a subsidary site has proven to most useful to my main site, especially when my main site was experiencing problems in Google.
I have several situations just like this - where I have a main site and several URLs poined to subdirectories. I never intended to have those urls indexed, but some of them have been in the old INK db.
If this would apply to the paid db - I don't have a clue. Why don't write both PT and NSI and see who replies and what their answer is.

I'm trying to understand what the problem could be. Do you mean Google, for instance, could pick up the site, index it and then I would be spamming as I already have my main URL in Google?

The doorway page idea is a possibility, however. I think I have got banned from Hot Bot for submitting to them directly via Top Dog so that could also be a way to get back in (not that HB is very important now, however).
if you just fill a page with random keywords, that would probably be seen as spam and result in a penalty or exclusion.

I want to improve my ranking in Ink-powered sites by substituting a keyword-laden URL that is pointed at my website.
My first qustion is what brought you to the conclusion that a
here-are-all-my-key-words-i-want-to-rank-for.com domain name will make a significant difference?
Are you talking about a site that is already in Ink's BOW database, or is this a new site that you will be submitting? If your talking about going to the trouble put up a new domain for paid inclusion stuff, I doubt it will benefit you much, and as Heini pointed out, it could cause problems down the road for those engines that have a bit more traditional viewpoint on what is considered spam.
Don't know how else to improve my keyword destiny. Sounds like a bad idea, however.

I have no complaints about our ranking on MSN - # 2 for that phrase via LookSmart.
I want to get better ranking on IWon, About.com, Hot Bot etc. I don't understand Inktomi's algorhythm at all.
