Stephanie Willett said she was eating a PayDay bar on an escalator descending into a station July 16 when an officer warned her to finish it before entering the station. Both Willett and police agree that she nodded and put the last bit into her mouth before throwing the wrapper into a trash can.

I ride the DC Metro almost every day. I visited Chicago a few years ago.
The difference was stunning.
In Chicago, especially in the underground stations, the floors and stairs were coated with a sticky grime. Stale cigarette smoke hung in the air. The trash cans overflowed with food wrappers and empty beverage cups and cans. Various food debris litted the floor, the cars, the seats.
In DC, in comparison, you could almost eat off of the floors in the Metro Stations. The air is pure and refreshing, and there's much less trash.
But you can't eat or drink there......
When you eat on the subway, the terrorists win.

"on tilt" -- the poker term for letting this aggravation control you, making you "gamble" instead of "invest" by playing weak hands (overpriced stocks) out of position, where you are likely to play at a severe disadvantage.

People can eat and drink in the subway here and it's outstandigly clean. Must be something in the air. Seem more logic people get fined for littering, not eating.
<added>I once witnessed a funny case of vigilantism. Some stupid 6' 200 lbs teen just trew an empty bag of potato chips on the floor train. Some little old lady picked the bag on the floor, and shoved it in his shirt pocket. Everyone laughed and the blushing teen left at the next stop. :)

But seriously, when I was in London people could eat and drink on the underground, and the most you would usually see is a little bundle of litter placed neatly on or next to a bench (or the edge of a tube seat), due to lack of garbage bins in city center. In areas with trash cans, people actually used them.
I think it has something to do with the difference between cultures where children are still taught good manners in school, and the areas where etiquette lessons have been subject to budget cuts. ;)

Yep, take a drive through US/Canadian customs or go to Niagara Falls - the US side is a crap-covered hellhole, the Canadian side is almost supernaturally clean and tidy.
Here is my scenario :
Stephanie knew all about eating in the subway was prohibited. She was frustrated about the abusive regulation because she could eat without littering, so she hurried to eat the candy bar before passing the 'eating prohibited' line, eating her emotions. When the cop warned her, before she commited any 'crime', and was already careful and frustrated about it, she nodded, gulping the last chunk. I imagine it had some bitter taste.
Having the same cop breathing down her neck after that was way too much, she became a 'terrorist' in the eyes of 'authority'.

So, some food smell can be offending? Time to ban any fragrence ads from the subway too. Rotten water melon smelling teenagers are so nauseating, I use the next construction worker armpit as a gas mask. :)
