Opening multiple programs

Ok folks, my boss asked me a stumper today. Mayby you can help me out.

You know how some programs you can click on the icon, and it will open up multiple copies of that program.. and some other programs if you click the icon when the program is already open, it will just jump to the window..

how is this decided? Is it hard-coded into the program, or is this something you can configure on your own?

had me stumped!

Hard coded. But some programs you can configure in somethign like 'preferences'
