Time based background change with transitions.

Is there a small scipt to do this?

Dear all, i am now to action script and was wondering if it were possible to write some code to effectively change the background withing a given time zone or possible a random time zone i.e. 70 to 120 to 50 second intervals, and also do some transitional effects on the change?
