Behaviors panel

I'm using Flash MX, but I can't see the behaviour panel, I tried goto Windown but I cant get the Development Panel> Behaviour

How to fix this problem?

I believe that you need to have a movie open in order to see the panel... Activating/Deactivating the panel does not remove it, it just rolls it up.
