flash controller doesn't show, iweb

i've posted flash but the controller doesn't show
it shows in flash player, and the height in the snippet is expanded to fit it, but when published and posted, it is just black, so you can't hit play

i put the skin file in the flash folder, in the root folder, in the same folder as the html snippet to no avail
SkinUnderAllNoCaption.swf

the snippet is temporarily on a test page so i can get it right before letting the public see

I've searched the web but gotten nothing useful about this that I haven't already tried
