Display Visitors' webcam on screen

I want to access the webcam built in to my visitors' laptops and display the video output from that webcam on my site via flash. I then want to apply filters created in flash to this video feed. What is the best method for doing this? Thanks.

No not yet. Bumr. I put the project on hold, but would be able to jump back on it if someone could help me over this hurdle.
