Web or flash based video delivery portal

I am looking for a way to deliver a "training" experience via the web for a customer. The basic requirements are basic scalability, robust enough to handle growth and easy to use. I have tried searching google for a couple hours now and have found something VERY similar to what I am looking for. It is the Adobe Video Workshop page designed by EffectiveUI:

A customized version of this would fit my needs to a tee. Since this was custom built for Adobe, I doubt an open-source version is available. Anyone know of something like this, flash or php/dhtml/ajax developed? Any advice you could give would be a good start, otherwise I am probably going to have to write it from scratch (which I don't terribly mind, but I think time is a factor here).
