Change layers position with Action Script

is there a way i can change the position of layers with Action Script 2? I need to create a tabbed panel in flash and every tab is in a different layer, but they are not fully readable, is like one behind the other one, but when you click one this one should stack in the top. So far I dont have idea of how to get this...

You can maybe try something like swapDepths [adobe.com] to change the order of the specific tab in the panel.
