I believe <snip> still illustrates best what I'm thinking about: picking a background and adding gif, png, jpg and flash elements over it: a flash compositing tool.
Maybe also <snip> is illustrating what I mean, only I don't think creating a framed animation will be possible. The exported media will just be a single framed flash file showing all gif, png, jpg and flash elements you chose and placed... (only the individual flash elements could and should (as that's the strength of using flash for this tool; to be able to compose a vibrant media element to put on your site)) be animated (think of fireworks, stars twinkling, character hopping, ...)
With this, for example, you could load a photo of your own family, dress your dog up; put a radiating sun overheads; add a parasol; give everyone a unique pair of sunglasses, add drinks; .... anything available in the media library as gif, png, jpg or flash!
Added to this it would be cool to be able to let the user choose between image transitions so he can also create slideshows and have motion effects (moving an image around).

If all else fails, it looks like you'll be stuck making your own with Flash.
