Mouse Tracking Alpha Gradient Mask

I have made an alpha gradient mask that tracks the mouse using actionscript. There is actionscript on the mask to make it track the mouse, and then there in my actions layer there is actionscript that applies the mask.

If the mouse is moved while the timeline is playing and the screen loading, then it works perfectly. However if the mouse is not moved, then it does not work. You can see what should be the mask on the page (which is in fact just a circle with a gradient), and it doesn't track the mouse either.

Does anyone know why this is, or how it can be fixed?
