I have a flash video that is about 10 MB. The length of the video is about 45 seconds. The dimensions of the video are about 360x270. I'm not a video guy... but that seems really big. Is that too big?

It sounds very, very big. You should look at dropping quality and maybe switching from stereo to mono...
