Need help compressing .wmv file and convert to .flv

I have a video .wmv that is 14MB. It is only a 3 minute video, so I don't know why the file is so big. I need to seriously compress this, so it will load quickly on my website, and then I need to convert it to .flv.

How small can I potentially compress this video, and how? If need be, I will pay someone to do this so it is done correctly. It is going on the main page of my site!
